In Windows, What is Safe Mode?
Safe Mode is a special diagnostic mode where the operating system operates at a reduced capacity so that you can diagnose and fix problems. In this mode, all non-essential services are not started.
To get to Safe Mode, you need to restart your computer, and the instant a Windows screen is visible, press the <F8> key. If all goes well, you should see the Windows Boot Menu. Choose Safe Mode from the list.
